FROM RHODESIA TO ZIMBABWE consists of a collection of papers which address the social, economic, administrative and legal problems to be faced by an independent government of Zimbabwe. CllR has launched this series in collab oration with the Justice and Peace Commission in Rhodesia as a contribution to the important debate about the creation of a just society in Zimbabwe -a debate which the Commission has been concerned to promote since its inception in 1971. Each paper will take as its starting point the question: how can the new ·government of Zimbabwe provide for the basic needs of the poorest sectors of society? About this Booklet Until recently the conventional wisdom inside Rhodesia, supported by the government, maintained that there was no African unemployment in the country. In this booklet, Duncan Clarke shatters this myth. The Unemployment Crisis reveals that there is not only an acute unemployment problem in Rhodesia but that it has become interestingly severe in recent years. Tens of thousands of people are coming onto the job market each year only to find that there are no jobs for them. The present crisis “has emerged out of prevailing development patterns and can be related to policies pursued over the last four decades”. The only solution to The Unemployment Crisis, argues Clarke, lies in far-reaching economic and social reform. This booklet ends by discussing the kinds of policies necessary to formulate a full employment development strategy for Zimbabwe.
